Dr. Michael P. Riccards is Executive Director of the Hall Institute of Public Policy – New Jersey. Riccards is a former college president and a presidential scholar who has authored 15 books.
The US Department of Education is promulating a new RACE TO THE TOP policy in education to encourage innovation and excellence. The four billion dollars has been divided up among the states and the District of Columbia. New Jesey was in category 2 in terms of its proposal worth, That category will get between $200-400 million from the program.
